This page contains useful tools for national programme operators in preparing programme proposals, conducting monitoring and evaluation, developing communication activities and reporting on results.
Guideline for strengthened bilateral relations
A guideline for strengthened bilateral relations is available to provide guidance and ideas on how to plan, implement and report results towards the bilateral objective of the Grants.
Measures and tools put in place to achieve strengthened bilateral relations that are covered include the bilateral funds at national and programme level, donor programme partnership,specific bilateral programmes within the Norway Grants,mechanisms to facilitate donor project partnerships, and reporting requirements.
Programme Operators Manual
The programme operators manual (POM) is a guide for programme operators on how to implement results-based management in the planning and implementation of programmes.
Communications
The Communication and design manual provides guidance and advice on how to best carry out information and publicity activities on programmes and projects funded by the EEA Grants and Norway Grants.
The practical advice in the first part helps translate the Information and Publicity Requirements into concrete strategies, plans and actions. The second part consist of explanations on how to use the logo/s correctly and downloadable templates.
To provide further support to Programme Operators, a guidance note on developing the Communication Plan is available.
Indicators
The list of standard indicators aims to guide the development and review of programme proposals. They also provide the basis for informing on results.
The list consists mostly of quantitative indicators. Some suggestions for qualitative indicators are included. Programme operators may need to define others that fit a particular programme.
The list of standard indicators remains work in progress as better indicators may be identified during the appraisal process. These will then be added to list. An updated version will always be available on this page.

Statistical manual
The statistical manual provides definitions and explanations on the statistical information that Programme Operators, national Focal Points and the Financial Mechanism Office will record in the online 'Documentation, Reporting and Information System' (DoRIS). The manual is also useful when working with reports generated from DoRIS.
Project information template
Programme Operators will record information on all supported projects in DoRIS. The general requirements and procedures for registration of project information are described in chapter 6 of the Programme Operators’ Manual (see above). The specific project information required for registration is presented in the Project level information template. Guidance and definitions are embedded in the template together with example texts.
